  • Adds .github/CODEOWNERS assigning @kakkoyun and @bwplotka as default reviewers for all files
  • Matches the existing MAINTAINERS file
  • Ensures PRs automatically request reviews from maintainers

Consistent with the CODEOWNERS already added to client_golang and promu.
