Revert firebase-tools to v14 due to Java 21 requirement

Changes

• Reverted firebase-tools from 15.5.1 to 14.27.0

Context

Error: firebase-tools no longer supports Java version before 21. 
Please install a JDK at version 21 or above to get a compatible runtime.

Update to v15+ blocked until CI environment upgraded.
