Provide a minimal UBI9-based builder, QEMU helpers, and workflow_dispatch CI so cryptography wheels can be built and smoketested on s390x without native IBM Z hardware.

Validated on Mac arm64 via QEMU
Wheel: cryptography-50.0.0.dev1-cp312-abi3-manylinux_2_34_s390x.whl
Smoketest passed (OpenSSL 3.4.6)
