Upgrade dependencies for Python 3.13 support

Upgraded the following dependencies for Python 3.13 support:

• aiohttp (newer versions drop support for Python 3.8)
• frozenlist
• jsonschema
• pydantic-core
• rpds-py (newer versions drop support for Python 3.8)

Add Python 3.13 to python-test.yml

Hi @p1c2u, could I get your thoughts on this PR? It's passing in my fork PR: stoobmmelier#1

It's failing the deptry step due to rpds-py not being a direct dependency. It looks to be a dependency of dependencies such as:

• jsonschema-path
• openapi-schema-validator
• openapi-spec-validator

Are you fine with removing the deptry step? Or should the dependencies all be updated?

@p1c2u , I added back deptry and got it working. Upgrading rpds-py and jsonschema were needed too. All checks are passing in my fork PR: stoobmmelier#1
