This is an attempt to include the METNO adaption to the master.
The main change is the rename of viirs_dr_runner.py to cspp_dr_runner.py. This is suggested as the runner now can run on all viirs, atms and cris RDR data ( start one runner for each data type)
This is work done on the spring WS 2018 in Oslo
