feat: table details drawer

• Adds Table Details Drawer to track the health and details of a table/materialized view
• Simplifies table schema explanation flow, remove flow-specific schema and add streaming support, adds new flow for table health issues
• Adds useAdaptivePoll that checks the request latency proactively and sets the interval dynamically
• Removes wal_tables polling except the suspension dialog
• Adds monitoring to AI Assistant docs
• Changes tooltip behavior and styling throughout the application
• Adds query truncation support for LiteEditor
