Add community guidelines: license, contributing, security policy, issue/PR templates

Summary

• Add split project licensing: PolyForm Noncommercial 1.0.0 for the app layer (frontend, backend, mobile, website, shared), and MIT for contracts/ethereum, contracts/solana, indexer-go, and proto (public on-chain/interface code)
• Add CONTRIBUTING.md covering setup, branch/commit conventions, and PR workflow
• Add SECURITY.md with private vulnerability disclosure process (code@radcrew.org), including contract-specific scope notes
• Add GitHub issue templates (bug report, feature request) and a pull request template
• Update README with license table and links to the new docs
• Code of Conduct was already added in a prior PR (feat: add code of conduct for community guidelines #63)
