Setting up PMG on workflows

Adds the SafeDep PMG action (safedep/pmg@v1) to workflow jobs so runner-level package-manager installs (yarn/npm/etc.) are guarded against malicious packages.

PMG is inserted after toolchain setup steps and before the first package-manager command. Running in local mode (no secrets required).

• release.yml → job release
• validate.yml → jobs validate, build
