Complements #2503 for RHAIENG-6197.

Summary

#2503 fixes source-built PyArrow in the Jupyter Data Science workbench only. Two other rhoai-2.25 images also ship Feast and compile PyArrow on Power/Z without S3/Substrait enabled:

  • pipeline runtime datascienceruntimes/datascience/ubi9-python-3.12/Dockerfile.konflux.cpu (s390x + ppc64le cmake blocks)
  • Code Servercodeserver/ubi9-python-3.12/devel_env_setup.sh (build_pyarrow() on ppc64le)

This PR adds the same CMake flags used in #2503:

  • -DARROW_S3=ON
  • -DARROW_SUBSTRAIT=ON

  • runtimes/datascience/ubi9-python-3.12/Dockerfile.cpu (kept in sync)
  • codeserver/ubi9-python-3.12/devel_env_setup.sh

  • /build-konflux for runtime-datascience on ppc64le and s390x
  • /build-konflux for codeserver on ppc64le
  • In built images, verify python -c "from pyarrow._s3fs import S3FileSystem" and feast version
