chore(autorag, automl): update base image and remove redundant index URL

Update AutoRAG and AUtoML Dockerfile.konflux.autorag:

• Change base image from Red Hat internal registry to AIPCC public registry (quay.io/aipcc/base-images/cpu:3.5.0)
• Remove redundant --index-url for Red Hat PyPI index as it's already configured in the AIPCC base image

The base image change aligns with standard AIPCC base images used across other pipelines, and the index URL removal avoids redundancy since the base image already has the Red Hat index configured.
