Routine maintenance — update devDependencies to their latest within current majors. Adds typescript as an explicit devDep (was previously pulled in transitively, which made the typecheck script fragile). - vitest pinned at 3.0.9 (newer 3.x pulls vite 7 which needs Node 20.19+) - vite, rollup, eslint, typescript-eslint, tsup, prettier, graphql, etc. all moved to current minors Tests, lint, typecheck, build all pass.

Routine dep maintenance pass. Nothing fancy, just walking devDependencies forward within their current majors.
