Translate README, CHANGELOG, CONTRIBUTING, skills/harness (SKILL.md + all references), docs/, privacy.html, and _workspace notes from EN/KO/JA to Vietnamese, following the glossary and conventions in TRANSLATE.md. User explicitly confirmed removing README_KO.md and README_JA.md as part of this translation task (per TRANSLATE.md Section 3, Group A: merge their content into README_VI.md, then delete the originals). - Add README_VI.md (new, parallel to README.md); remove README_KO.md and README_JA.md, merging their content into the VI version - Add a "vi" locale to index.html's i18n system (all 115 strings, pattern details, and a VI language toggle button) - Translate plugin.json description (kept keys/keywords as-is) - Keep all code blocks, CLI commands, and English-language marketing copy intended for English platforms unchanged
