No automated tests were added because the dashboard does not currently have i18n-specific test coverage. Verified with lint, build, locale key parity checks, and manual browser testing. |

Description
Adds Simplified Chinese (
zh-CN) and Hong Kong Traditional Chinese (zh-HK) translations for the dashboard. Also updates the language selector from a two-language cycle button to a four-language selector, and adds language selection to the login form before authentication.Type of Change
