This should be perhaps more similar to what is currently done in CI

https://github.com/ros2/ci/blob/0bfd48e02b8365dd2bff811521dc047590586cc0/windows_docker_resources/Dockerfile#L39

So let's keep it as similar as possible I would say. But yes at one point it should be updated in both here and CI
