Description

Restructured the article Contributing to ROS 2 Documentation into a section with parent topic Documentation (of type About) and 2 child topics, Creating or updating documentation (of type How-to) and Documentation guidelines (of type Reference).

These changes are mainly structural, and nothing substantial in the documentation has been changed except that required to conform to the content types mentioned. Content changes will come in a later PR.

@kscottz I'd missed this, thanks. The conflict was a new section added to the old Contributing to... article, which I've migrated into the new articles in the appropriate place. Some very slight rewriting (just a few words) which you may want to double check before re-approving.
