[beta] bootstrap bump and backports

This bumps the beta bootstrap compiler to the released 1.55.0, and backports the following PRs:

This is indeed not the place. PRs need to go through the backport process, largely amounting to being beta-nominated and then beta-accepted by the appropriate team.
