Closing: superseded by upstream PR aarondpn#137, which re-submits this read-only mode change (rebased onto upstream main) directly against the upstream repo. This staging PR on the fork is no longer needed. |

Adds --read-only / REDMINE_READ_ONLY / per-profile read_only. Enforced at the HTTP transport: any non-GET/HEAD/OPTIONS request is refused before sending. Precedence: flag > env > config. Backward compatible (default off).
