Brings the thread-safe pozeiden (threadlocal theme state, locked grammar init — sc2in/pozeiden#35) and its zig 0.16 line into the CLI/WASM mermaid path. The lazy flag is preserved: library consumers still don't fetch it. Signed-off-by: TsunamiNoAi <spam@falseblue.com>

Aligns zigmark's mermaid renderer with the pozeiden v0.2.0 release (zig 0.16 + thread-safe rendering, sc2in/pozeiden#35), replacing the v0.1.3 pin.

zig build testgreen with the new pin, and the CLI end-to-end smoke (markdown with mermaid →zigmark -f typst→typst compile, typst 0.14.2) renders the flowchart as inline SVG.Part of the sc2in/PolicyPress#113 dependency alignment.
