Backmerge of upstream/yarn-v4 branch into create-eth templates: - Upgrade from yarn 3.2.3 to yarn 4.13.0 - Remove old yarn plugins (plugin-typescript, plugin-interactive-tools) - Update .yarnrc.yml with yarn 4 config (enableGlobalCache, nmHoistingLimits, npmPreapprovedPackages) - Update yarn.lock for yarn 4 format - Add eslint ignores for .next and next-env.d.ts
