I do not know whether there are any bugs in here, since the vehicles do not train fast enough with this. This could be a bug in itself, but this could maybe be fixed with pretraining.

Description
This implements Ackermann Steering following the paper: "A 2D Car Physics Model based on Ackermann Steering" by Helmut Hlavacs.
