Aligns release-plz config/workflow with the proven videocall-rs setup (PAT in both jobs, pr labels/prefix, publish timeout, protect_breaking_commits). Secrets CARGO_REGISTRY_TOKEN + RELEASE_PLZ_TOKEN set via gh.
