ci: bump action-semantic-pull-request to v6 for Node 24 compatibility#5

amannn/action-semantic-pull-request@v5 still targets Node 20, which GitHub Actions runners are deprecating (EOL 2026-04, full removal 2026 fall). Bump to v6, which runs on Node 24.
