It's not ready for our freeze, so I'm reverting the changes. It should go with 2.9.
There are some sync operations that still need to happen behind the scenes to ensure a smooth rollout. This should ship with 2.9 I'm leaving the module icon and module details data in, to provide more time for translators to catch.
Dropping the files for this release in the branch.

If Limit Login Attempts is installed as a mu-plugin, it can generate a suprising number of false-positives.
Minimum goes to 3.7 Tested goes to 3.8.1
We’ll readdress this in a subsequent release.
