Bump discv5

Bump discv5 to the latest release. This removes the duplicated hashlink dependency and also removes ahash.

Additional Info

This combined with #8911 will remove lru as a dep in the final lighthouse binary (although it will still exist in the test rig through alloy-provider)

There's some windows-sys noise but that is inconsequential.
