Add a DCC decoder for the most recent version of the standard. Most recent means it implements pretty much everything the German RailCommunity has published so far as the American NMRA always lacks a little behind.
Besides DCC itself this decoder also supports the feedback channel called RailCom (UART from a current source).
Explicitly not supported is the deprecated register mode, but I haven't seen a single commercial device using this mode for the last 10 years...
