Summary
This PR updates the existing docs for GCP to tune the steps.
Basically, just housekeeping and updates for improvements in the commands to run and how to bootstrap on cloud build

Note, there are other scenarios where GCP can acquire id_tokens like using service account JSON directly, or workload_federation json or impersonated credential json. Those are currently not supported but i'll add a link to that shortly
