Summary: This PR dramatically expands the ARC API documentation from a brief overview (~130 lines) to a comprehensive technical reference (~3600 lines) covering architecture, all 16 microservices with detailed API endpoints and environment variables, core packages, 30 supporting libraries, database schemas, configuration options, deployment guides, and troubleshooting FAQs.

Review Focus:

• Verify accuracy of API endpoint paths, HTTP methods, and descriptions across all 16 microservices
• Check that all environment variable names and descriptions match actual implementation
• Ensure database schema documentation reflects current models
• Validate completeness of library/package documentation (loopback4-authentication through loopback4-notifications)
• Confirm deployment instructions and troubleshooting guidance are practical and up-to-date

Start review at: The microservices section (lines ~700-2500). This is the most critical and complex part, containing detailed API specifications for all 16 services. Verify that endpoint paths, HTTP methods, request/response contracts, and configuration requirements are accurate and current with the actual service implementations.
