Pull request overview
Adds a manual GitHub Actions workflow to build, validate, upload, and publish the neutro Python package distribution to PyPI.
Changes:
- Adds a
workflow_dispatch-triggered publish workflow. - Builds source/wheel distributions and checks them with Twine.
- Publishes the uploaded artifact to PyPI using OIDC trusted publishing.
