This PR increases the retry/iteration budget for peer consistency checks so the system better tolerates nodes that are slightly behind when comparing ledger hashes.
Changes:
- Increase
ConsistencyCheckIterationCountfrom 5 to 10, allowing additional iterations (and associated wait time) before declaring peers maybe-inconsistent.
