Closes stellarkit-lab-devtools#431 Add a dedicated 'Stellar Wave Issues' section to CONTRIBUTING.md that explains: - What the Stellar Wave label means and its connection to the Drips Wave program - That these issues carry Point rewards based on complexity labels - That contributors must apply via Drips Wave before starting work - That PRs must be merged before the Wave ends for points to be awarded The new section is placed immediately after the existing Stellar Wave Program section so it is easy to find.
