This PR introduces bindings for MIPS Release 6
target_archs, as we proposed to migrate MIPS R6 targets as distinctive architectures from MIPS.This PR is made for rust-lang/rust#112374.
The enum values and macros are the same as pre-R6 ones, just adding R6 Cfg() values and logics in
gen.
