docs: Add SUSE Edge 3.6.0 release notes

Summary

This PR adds the initial release notes and documentation updates for SUSE Edge 3.6.0.

• Release Notes: Added complete 3.6.0 release section with:

  • Availability date: May 27, 2026
  • Support lifecycle dates (Full Support until Nov 27, 2026; Maintenance until Nov 27, 2027; EOL Nov 28, 2027)
