Set up initial morse_code package environment and CI/CD

Setting up the initial environment for the morse_code Python Package.

• Added initial folder structure: src./morse_code, tests, examples
• Configured Github Actions Workflow (build.yml):
  • Run test with pytest
• Add Pipfile and Pipfile.lock
