fix(improvement): honor configured dispatch deadlines

• release agent-runtime 0.94.12 against agent-eval 0.120.1
• prove improve forwards dispatchTimeoutMs by aborting a non-returning cell at 25 ms
• adopt the published structural CostLedgerHandle contract and remove the retired worker-record callback
