[codex] Improve report layout and backup coverage

Summary

• separate final report PDFs into reports/ with latest aliases and PDF-only defaults
• expand Meraki backup/report coverage for VLANs, DHCP, firewall/content filtering, clients, topology, lifecycle, pricing, and migration planning
• improve report presentation, including headers/footers, clickable TOC, executive/backup report flow, and landscape switch deep-dive pages
• add maintained reference JSON for Meraki hardware and migration pricing

Validation

• .venv/bin/python -m pytest -q
• ./run.sh --report-only --no-ai-review --no-open
• rendered and visually reviewed William Penn Section 16 PDF pages after layout changes
• git diff --check

Notes

• Generated reports remain ignored and are not included in this PR.
• The PR is draft because the reporting changes are broad and should get one client-report spot check before merge.
