Waits for every configured RPC endpoint to observe each successful setup receipt at the same block number and block hash before workload submission starts. This closes the multi-RPC setup gap where the submitting endpoint could confirm setup while another endpoint remained behind and was then selected for workload traffic.
It also keeps configured URLs with providers and includes the endpoint, locally computed transaction hash, phase, ID, and observed head in failure diagnostics. Receipt errors include endpoint and inclusion-block context.
