Per review on #2973: only bump the whisper-cpp override to 1.9.1 in vcpkg.json and leave the registry baseline pinned at a9d7e924. The override resolves the new version forward of the pinned baseline (same pattern as the prior 1.8.5#5 bump). Updates both transcription-whispercpp and bci-whispercpp CHANGELOG wording.
