Adds the ability to use VIA offline. Definitions and other assets are cached on fetch so visiting the page once and loading the definition for your keyboard while online will allow you to use the PWA later while offline.
This generates several console warnings from https://github.com/the-via/reader I assume from a newer version of ajv but functionality is unaffected.
