ubuntu-26.04 is available but still public preview (less mature, possible capacity/queueing issues). ubuntu-24.04 is the stable, fully-supported choice - pinning it explicitly everywhere instead of ubuntu-latest also avoids CI behavior silently changing whenever GitHub moves the latest pointer.
