Live nimbus round 3: the (permitted) store-assets question re-fired after an earlier run had already settled it as "TestFlight only, defer screenshots." The question is now wired into the per-project decision store — gstack-decision-search before asking (a settled choice applies silently), gstack-decision-log after answering (scope repo). One ask per app for the life of the project; the user changes it by saying so.

Test evidence: test:gstack2 gate green (parity 4,359), release-hardening 11/11.
