The typescript-eslint update in this dependabot bump made the
no-unnecessary-type-assertion rule smarter. ESLint --fix removes
the redundant casts. The migrate-production.ts cast was a special case
that needed a manual fix: changed the variable type from unknown[] to
Record<string, unknown>[] to match the postgres RowList return type,
eliminating the need for the double-cast entirely.
