Windows prerequisites

1. Install C++ build tools ((https://visualstudio.microsoft.com/pl/visual-cpp-build-tools/)
2. Clone repo https://github.com/libsdl-org/SDL.git into some folder, for example c:\SDL3
3. From https://github.com/libsdl-org/SDL/releases a. Get SDL3-3.4.0-win32-x64.zip and unpack SDL3.dll into c:\SDL3\x64 b. Add path to c:\SDL3\x64 to PATH
