Prepare v0.1.3 release

Summary

• Bump package version to 0.1.3.
• Add changelog notes for replay throughput, valuation module cleanup, and discoverability metadata.

Verification

• python -m ruff check .
• python -m pytest — 142 passed, total coverage 98.29%.
• rm -rf dist && python -m build && python -m twine check dist/*
• Clean wheel smoke test: install built wheel, assert C++ engine is available, run examples/canonical.py.

Release after merge

After this PR merges, tag v0.1.3 from main and push the tag. The existing Release workflow should build wheels and publish through PyPI Trusted Publishing.
