Use better ssl resource names

Towards #790.

terragrunt apply fails with:

  │     "message": "Invalid value for field 'resource.name': 'tesseract-cert-scratchpad2026h1-'. Must be a match of regex '(?:[a-z](?:[-a-z0-9]{0,61}[a-z0-9])?)'"

terragrunt plan did work though..... 🤦
