Portable shell bootstrap binaries (windows-shell, linux-shell) that run the
shared-core turn-start flow through capability adapters. Added both as workspace
members; windows-shell-gui (Tauri 2) is excluded from the default workspace so
cargo check --workspace stays buildable on macOS (Tauri GUI builds in CI).
Validated: cargo check --workspace passes; cargo run -p skilly-{windows,linux}-shell
-- --smoke both pass (allowed=true, phase=completed). AGENTS.md + phase-7 PRD added.

Final code slice of the skills-bridge-swift -> develop merge plan. Portable Windows + Linux shell bootstrap binaries that run the shared-core turn-start through capability adapters.
Validation (macOS): cargo check --workspace passes; cargo run -p skilly-{windows,linux}-shell -- --smoke both pass (allowed=true, phase=completed). windows-shell-gui (Tauri 2) is excluded from the default workspace (Windows/CI build) so local checks stay green. The Tauri gen/ dir is gitignored.
Depends on: Slice 1 (merged). Independent of Slice 2 (#7).
