Bug: API Call Missing, Incorrect Destructuring

The line const { data: issues } = { issues: [] } incorrectly destructures an object, resulting in issues being undefined because the object lacks a data property. This causes a runtime error when issues.filter() is called. The function is missing an actual API call to fetch issues, instead using this hardcoded and incorrectly structured placeholder.
