Update merge_texas_docket_entry method; add test for merging docket entries; remove generate_appellate_brief_flags; address PR feedback; update tests.
Add error log to merge_texas_docket_entry when creating a potential duplicate docket entry; set lower court name when we fail to find an appellate court just to be cautious.

The test_api_semantic_search_increments_metric test was making a real call to the embedding microservice. This commit mocks the microservice response with a random embedding vector to make the test self-contained and avoid external dependencies.
