This pull request adds support for ICU 78.1 with Node.js version 26.3.0. It introduces a new execution configuration block in run_config.json and updates the icu_nvm_versions mapping across several test generator scripts (datetime_fmt.py, list_fmt.py, relativedatetime_fmt.py, and segmenter.py) to map icu78 to Node.js version 26.3.0. There are no review comments, and I have no feedback to provide.

This updates the code generators and the run_config files to apply ICU78 as part of NodeJS testing.
