Description
Add missing workflow permissions to read only and update dependencies with known CVEs.
Remaining (accepted risk):
3 vulnerabilities remain (1 high, 2 moderate), all in esbuild via tsup (build-time dev dependency). The high CVE is a Windows-only dev server file read that doesn't affect production builds or runtime. Fixing requires a breaking tsup major version upgrade. Accepted as dev-only, non-exploitable in shipped artifacts.
