Update Node.js Version to Support GitHub Actions Runner Migration to Node.js 24

Enable Platform-Specific Support for actions/artifact Versions (V3 for GHES, V4 for Cloud)

Since GHES supports only version V3 of actions/artifact, we’ve added support for both V3 and V4. Based on the platformType parameter, the appropriate actions/artifact object is created, with V4 set as the default for the Cloud environment.

Fix check run status updates and mitigated findings handling in pipeline scans

• Updated check run logic to ensure status is updated only after all matrix jobs across artefacts have completed.
• Resolved issue where check runs occasionally remained in a Pending state without updating.
• Fixed build status evaluation so that mitigated findings no longer cause the build to fail.
